Department encouraged to consider implementing a paperless or cost-free application process.

Department requested to provide information on the cost of transitioning to a paperless or cost-free application process.

Department of Human Services required to submit findings and recommendations to the Legislature no later than 20 days before the 2018 Regular Session convening.
