Hawaii's Twenty-ninth Legislature applies for a convention under Article V of the U.S. Constitution to propose a federal amendment addressing election integrity and the influence of special interests highlighted by Citizens United v. Federal Election Commission (2010).

The convention would be limited to proposing amendments to restore free and fair elections by reducing the disproportionate influence of special interests on campaigns and elections.

State or local office holders shall be appointed or elected as delegates to the convention in equal numbers from each Congressional district, with former or current federal office holders ineligible to serve.

This application is submitted alongside similar applications from Vermont, California, Illinois, New Jersey, and Rhode Island legislatures, and will remain active until two-thirds of states have applied and Congress convenes the convention.

Certified copies of the resolution shall be transmitted to the President, Vice President, Senate leadership, House leadership, and Hawaii's Congressional delegation.
