Requests the department seek specific input on system terms, conditions, fees, and protection of native Hawaiian traditional and customary gathering rights.

Calls for feedback on fee differentiation between residents and nonresidents, fee exemptions for certain individuals, and use of collected revenues for administration, management, enforcement, and education.

Asks for stakeholder input on data collection and sharing practices, impacts on different fishing segments including charter operations, and privacy concerns related to administrative inspections.

Requests feedback on procedures for regular department review of any established system and other matters relevant to examining benefits and impacts of a noncommercial marine fishing registry system.
