Requests the Department of Land and Natural Resources (DLNR) to establish a working group to study transferring management and maintenance of the Royal Mausoleum at Mauna Ala to appropriate nonprofit organizations.

Working group membership includes the DLNR Board Chairperson, representatives from five Royal Parties (Estate of Bernice Pauahi Bishop, Queen Liliuokalani Trust, William Charles Lunalilo Trust Estate, Abigail K. Kawananakoa Foundation, and Charles Reed Bishop Trust), the Kahu of Mauna Ala, Hawaiian Civic Clubs representative, representatives from four Hawaiian Royal Societies, and three general Hawaiian community members.

Working group must determine whether transferring perpetual management to nonprofits with cultural expertise and financial resources would benefit descendants of Hawaiian royalty and the people of Hawaii.

Working group must develop recommended terms for the transfer, including proposed state actions and implementation timeline.

Working group must submit report with findings, analyses, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2019 Regular Session convening.
