Requests the State Auditor to conduct a feasibility study on creating a new Structural Licensing Board to regulate specialized construction licensing currently handled by the Contractors License Board (CLB).

Study must evaluate the feasibility of the new board, estimate the number of licensees affected, and determine cost savings by reducing CLB's administrative burden for specialized licenses including structural steel, carpentry framing, masonry, welding, and other structural work.

Requires the Auditor to review construction licensing laws in other states, best practices in Hawaii's construction industry, and current state regulations for structural workers, with recommendations for amending existing license practices.

Directs the Auditor to consult with relevant stakeholders including construction companies, unions, the Hawaii Building and Construction Trades Council, the Structural Engineers Association of Hawaii, and the CLB and Board of Electricians and Plumbers.

Requires the Auditor to submit a final report with findings and any proposed legislation to the Legislature no later than twenty days before the 2018 Regular Session convenes.
