Requests the University of Hawaii System to establish a student exchange program compact with the University of Northern Philippines College of Hospitality and Tourism Management and Ilocos Sur Community College Tourism Management Program

Program shall focus on hospitality, tourism, and transportation management exchanges to foster communication and cooperation between institutions

Dean of University of Hawaii at Manoa School of Travel Industry Management, with chancellors from University of Hawaii West Oahu and participating community colleges, must report findings and recommendations to the Legislature no later than 20 days before the 2018 regular session

Report must include the number of participating college students from both countries, an assessment of the program's effectiveness, and recommendations for improvements

Acknowledges historical ties between Hawaii and Ilocos Sur province, including the arrival of the first Filipino plantation workers in 1906 and Ilocos Sur's bicentennial celebration in February 2018
