Legislature declares that all families in Hawaii deserve basic financial security and economic sustainability given the state's vulnerability to job displacement from automation, innovation, and disruption.

Department of Labor and Industrial Relations and Department of Business, Economic Development, and Tourism requested to convene a basic economic security working group co-chaired by both directors.

Working group shall include legislative representatives, Director of Human Services, University of Hawaii Economic Research Organization director, business and labor representatives, and other relevant experts.

Working group tasked to assess Hawaii's job market exposure to automation, evaluate existing and projected social safety net spending, analyze economic security options including partial and full universal basic income, and monitor relevant studies and trials.

Working group required to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before each Regular Session convenes.
