Department of Business, Economic Development, and Tourism (DBEDT) is requested to convene a working group to assess how automation and globalization affect Hawaii's job market and identify adaptation strategies.

Working group chair will be the DBEDT Director and must include the Directors of Labor and Industrial Relations and Human Services, relevant Senate and House committee chairs, and the Executive Director of the University of Hawaii Economic Research Organization.

DBEDT Director may invite additional members from the business community and experts with relevant knowledge to the working group.

Working group must submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2018 Regular Session convenes.

Resolution cites concerns that automation in transportation, retail, fast food, and hospitality industries, plus globalization effects like trade with China, may displace tens or hundreds of thousands of Hawaii jobs.
