Urges the Department of Health to adopt rules by September 1, 2018, conforming Hawaii's underground storage tank regulations to the July 15, 2015, federal EPA revisions under 40 CFR Part 280.

Requires field-constructed tanks over 50,000 gallons installed before July 15, 2015, to upgrade with secondary containment and install release detection systems by July 1, 2019, capable of detecting 0.5 gallon per hour leak rates.

Mandates that all new field-constructed underground storage tank systems installed on or after July 15, 2015, include secondary containment and interstitial monitoring capable of detecting 0.2 gallon per hour leak rates.

Prohibits installation of new field-constructed underground storage tanks on or after July 1, 2017, unless they have secondary containment and comply with all state regulations.

Allows the Department of Health to revoke permits for non-compliant tank operators and require removal and permanent closure of non-compliant systems.
