Request that the Department of Public Safety include sites with 4.5 acres or larger in the environmental impact statement process for relocating the Oahu Community Correctional Center (OCCC), rather than limiting consideration to sites exceeding 20 acres.

Direct the Department of Public Safety to consult with the task force from House Resolution No. 85 (2016) and the Corrections Population Management Commission regarding appropriate capacity and design for the replacement facility, considering pre-trial diversion programs, HOPE program expansion, and alternatives to incarceration.

Require the Department of Public Safety to submit a report at least 20 days before the 2018 Regular Session that lists alternative sites, provides reasons for including or excluding each site, and includes proposed legislation deemed necessary.

Acknowledge that OCCC is overcrowded and obsolete, currently housing approximately 1,200 pre-trial detainees, sentenced individuals, and probation/parole violators, and that the State has spent $1,500,000 of a $4,900,000 planning contract on the replacement process.

Require certified copies of the resolution to be transmitted to the Governor and Director of Public Safety.
