• Requests the U.S. Department of Education provide competitive federal funding to states to improve public school effectiveness and fairness, in accordance with the Every Student Succeeds Act.

• Requests additional federal funding for states with annual baseline funding below $9,585 per pupil when adjusted for comparative wage index.

• Requests immediate federal funding awards to states with highest National Assessment of Educational Progress scores (cumulative reading and math scores above 473 in 4th grade, 563 in 8th grade, and 450 in 12th grade) that share educational reform information with other states.

• Requests $5,000 annual bonus payments to each full-time national board certified public school teacher whose students meet specified proficiency benchmarks in National Assessment of Educational Progress and Program for International Student Assessment assessments.

• Directs transmission of this resolution to the President, Secretary of Education, Governor, Board of Education Chairperson, and Superintendent of Education.
