Urges the Department of Land and Natural Resources to require applicants for commercial marine licenses to provide copies of agency contracts for all foreign labor workers employed by the prospective licensee prior to license approval.

Identifies approximately 700 foreign workers in Hawaii's commercial marine fishing industry who catch up to $110,000,000 worth of seafood annually.

Notes that foreign workers in commercial fishing are vulnerable to exploitation due to exemptions from certain federal labor laws and U.S. Customs and Border Protection requirements that boat captains hold workers' passports.

Requires that agency contract records be retained only for foreign labor workers and for record-keeping purposes only.

Directs certified copies of the resolution to be transmitted to the Chair of the Board of Land and Natural Resources.
