Requests the President of the Senate and Speaker of the House to nominate candidates and the Governor to appoint members to the Hawaii Health Authority pursuant to HRS chapter 322H, which has been dormant since 2013.

Directs the Director of Finance to take necessary actions, including requesting budget appropriations and making staff and resources available, to enable the Hawaii Health Authority to resume health care planning duties and prepare an implementation plan for a universal, all-payer health care system.

References uncertainty from potential federal dismantling of the Affordable Care Act and its effects on Hawaii's over 330,000 Med-QUEST Division beneficiaries, as well as existing challenges including provider shortages and limited neighbor island access.

Cites the Hawaii Health Authority's January 2013 final report, which recommended establishing universal health care with a unified delivery system to provide all Hawaii residents with stable access to quality health care.
