Request the Department of Transportation to develop design and plans for secondary access roads serving as alternative routes to Farrington Highway in Oahu's Waianae district

Include route maps, implementation timelines, measures to avoid disruption of current access, artist renditions of three conceptual routes, and any other necessary information in the plans

Submit findings and recommendations, including any proposed legislation, to the Legislature no later than 20 days before the convening of the 2018 Regular Session

Address traffic congestion on Farrington Highway, which has increased from 20,000 vehicles per day in 2000 to 50,000 vehicles per day in 2016, and currently takes 45 minutes to travel eight miles during peak hours

Provide emergency evacuation alternatives for Waianae residents, as Farrington Highway is currently the only access route in and out of the district
