Urges five agencies (Army Corps of Engineers, Department of Land and Natural Resources, Department of Health, City and County of Honolulu, and University of Hawaii) to collaborate on improving water circulation in Pokai Bay on Leeward Oahu.

Directs agencies to research and develop a plan for increasing water circulation to improve water quality and mitigate health and environmental risks from pollution and contaminants.

Requests agencies to conduct a study of Pokai Bay and activities affecting it to identify land-based sources of marine contaminants or pollutants entering the ocean.

Requires agencies to submit a report on their collaborative activities, findings, cost estimates, and any proposed legislation to the Legislature no later than twenty days before the 2018 Regular Session convenes.

Identifies pollution sources at Pokai Bay including stormwater runoff, illegal dumping, tar balls from vehicle use, and bacterial contamination from homeless encampments as problems potentially exacerbated by the offshore breakwater's reduced water circulation.
