Farrington Highway is the major roadway and sole access route connecting Waianae district to the rest of Oahu, with Makaha Beach Park located along the route.

Beach erosion at Makaha Beach Park has caused repeated damage to Farrington Highway's shoulder, most recently a 200-foot by 500-foot-wide area destroyed and repaired in 1983, creating ongoing safety concerns for pedestrians.

A 1985 U.S. Army Corps of Engineers study recommended realigning Farrington Highway to protect it from wave damage, and the project was included in the Oahu Metropolitan Planning Organization's 2035 Regional Transportation Plan but removed from the 2040 draft plan.

The Oahu Metropolitan Planning Organization has solicited proposals for a feasibility study to evaluate the social, environmental, technical, and economic impacts of realigning Farrington Highway inland or mauka of Makaha Beach Park.

The House of Representatives urges the Oahu Metropolitan Planning Organization to expedite its feasibility study on the Farrington Highway realignment to address safety concerns and preserve Makaha Beach Park.
