Urges the United States Military to detect and avoid harm to animals and marine life near the Pacific Missile Range Facility in response to a proposed five-year long-range missile testing program.

Identifies 16 species of marine mammals that could be affected by nearly 100 missiles launched annually during five continuous summer days in waters 44 nautical miles off Kauai at a depth of approximately 15,240 feet.

Notes that military estimates project 219 animals could experience significant behavioral changes in migration, surfacing, nursing, breeding, and feeding; 382 could suffer temporary hearing loss; and approximately 36 could permanently lose hearing.

Requests the United States Air Force use the Navy's network of hydrophones to detect vulnerable marine species and restrict activities to the northern end of the weapons training area where resident whales and dolphins are less likely to be present.

Directs transmission of a certified copy of the resolution to the Commanding Officer of the Pacific Missile Range Facility.
