Urges the Department of Land and Natural Resources to establish the Papahanaumokuakea Marine National Monument program within its Division of Aquatic Resources to coordinate the State's co-management role of the Monument.

Designates the Department of Land and Natural Resources as the lead state agency to co-manage the Monument under Presidential Proclamation 8031 (June 15, 2006) and Proclamation 9478 (August 25, 2016), which expanded the Monument to protect over 7,000 marine species.

Requires the Department to collaborate with the Office of Hawaiian Affairs to preserve Hawaiian cultural resources, including customary and traditional Native Hawaiian rights and practices for subsistence, cultural, and religious purposes.

Authorizes the program to issue permits, provide recommendations to state officials on Monument management, accept grants and donations, and charge proportional fees for services and permit issuance.

Directs the Department to work with federal agencies to fulfill the state's obligations under the joint management plan required by August 25, 2019.
