Department of Transportation is requested to study the need for and feasibility of establishing a government-subsidized ferry system between Molokai and Maui islands.

Study should consider potential costs, financing options, system parameters, and advantages for visitors, school athletic teams, and persons with disabilities.

Department is required to report findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2018 Regular Session convening.

Previous ferry service operated between Kaunakakai, Molokai and Lahaina, Maui from 1987 until state subsidies ended in 1996 and service closed in October 2016.

Resolution notes that air travel is currently the only interisland transportation option and that federally subsidized commuter air travel makes unsubsidized ferry service noncompetitive.
