Cites rush-hour traffic congestion on Kahekili Highway affecting residents from Kaneohe to Laie, which increases accident risk, degrades quality of life, and lengthens commute times.

Notes that the Department previously planned to install a roundabout at this intersection but chose an alternative proposal that has been continuously delayed.

States that roundabouts have been shown to increase traffic safety, increase roadway capacity, and decrease commute times.

Directs that a certified copy of the resolution be transmitted to the Director of Transportation.
