Requests the Board of Private Detectives and Guards review current laws, regulations, and procedures governing security guard registration, citing concerns that requirements are overly burdensome and costly.

Directs the Board to examine the $117 two-year registration fee in relation to median security guard wages and compare it to licensing fees for other professions.

Requests review of the policy mandating forfeiture of registration (rather than suspension) and whether training instructor prices should be regulated by the Board.

Directs the Board to study whether security guard agencies should be prohibited from restricting employees from taking outside supplemental employment with other employers.

Requires the Board to submit findings, recommendations, and any proposed legislation or administrative rule amendments to the Legislature by 20 days before the 2018 Regular Session convenes.
