Calls for removal of the blacktop parking area in front of Iolani Palace and renovation into a pedestrian-friendly zone.

Cites Iolani Palace as the only royal palace in the United States, a National Historic Landmark completed in 1882, and former residence of Queen Liliuokalani, the last reigning monarch of Hawaii.

States that parking meters at the Palace grounds are inconsistent with how other palaces worldwide are maintained and detract from the site's architectural and historical significance.

Directs certified copies be transmitted to the Department of Land and Natural Resources, Department of Accounting and General Services, Office of Hawaiian Affairs, Department of Hawaiian Home Lands, Kamehameha Schools, and civic clubs under the Association of Hawaiian Civic Clubs.
