Department of Education requested to prepare a report on titled, formula driven, and discretionary federal funds available for public education between October 1, 2015, and September 30, 2016, and whether the State obtained or used those funds.

Report must review federal funds that were approved for Hawaii but no longer available due to non-expenditure or non-drawdown, and the process and criteria for disbursing such funds in the current fiscal year.

Report must include amounts of federal funds disbursed during the current fiscal year, Catalog of Federal Domestic Assistance categories, allowable uses of funds, and reasons for any funding lapses or no-cost extensions since September 1, 2015.

Board of Education requested to examine efficient utilization of federal resources available to Hawaii to ensure funding follows students and is used within appropriate timelines.

Department of Education must submit report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the 2018 Regular Session.
