Requests the State Auditor to conduct a feasibility study for creating a Structural Licensing Board to oversee specialized construction licensing separate from the Contractors License Board.

Requires the study to examine eight specific license classifications: C-6 carpentry framing, C-31 masonry, C-32 ornamental/guardrail/fencing, C-35 pile driving/foundation, C-38 post tensioning, C-41 reinforcing steel, C-48 structural steel, and C-56 welding.

Directs the Auditor to estimate the number of licensees, costs for board creation, time savings in application processing, and suggested amendments to current licensing practices.

Mandates review of construction licensing laws and best practices in other states, plus consultation with construction companies, unions, the Hawaii Building and Construction Trades Council, and the Structural Engineers Association of Hawaii.

Requires the Auditor to submit a final report with proposed legislation to the Legislature no later than twenty days before the 2018 Regular Session convenes.
