Requests the University of Hawaii System to establish a student exchange program compact between the University of Hawaii System and the University of Northern Philippines College of Hospitality and Tourism Management and the Ilocos Sur Community College Tourism Management Program.

Names the program the "Philippines-Hawaii Tourism College Student Exchange Program Compact" and focuses on hospitality, tourism, and transportation management exchanges.

Requires the Dean of the University of Hawaii at Manoa School of Travel Industry Management to report findings and recommendations to the Legislature no later than 20 days prior to the 2018 regular session.

Report must include the number of participating students, an assessment of the Compact's effectiveness, and any recommendations for improving or proposing legislation related to the program.

Acknowledges Hawaii's historical ties to the Philippines through the 1906 arrival of sakadas (plantation workers) from Ilocos Sur and the existing sister-state relationship established in 1985.
