Requests the Department of Labor and Industrial Relations and the Department of Business, Economic Development, and Tourism to establish a basic economic security working group to address potential economic disruption from automation, innovation, and globalization in Hawaii.

Directs the working group to assess Hawaii's job market exposure to automation technologies and disruptive innovation, evaluate existing and projected social safety net spending, and identify options for economic security including universal basic income mechanisms.

Requires the working group to monitor relevant studies and trials in Hawaii and other jurisdictions, and seek partnerships to publish or fund additional research and evaluations.

Specifies the working group shall be co-chaired by the Directors of Labor and Industrial Relations and Business, Economic Development, and Tourism, and include legislators, human services officials, business representatives, labor representatives, and academic experts.

Requires the working group to submit findings, recommendations, and any proposed legislation to the Legislature at least 20 days before each regular legislative session.
