Requests the State Auditor to conduct an impact assessment of mandating health insurance coverage for Native Hawaiian culture-based practices (such as hula and canoe paddling) shown to be effective in managing weight, cardiovascular health, diabetes, and chronic kidney disease.

Requires the assessment to examine both social and financial effects pursuant to Hawaii Revised Statutes sections 23-51 and 23-52, which mandate such audits before health insurance coverage mandates can be considered.

Directs the Auditor to submit findings, recommendations, and any necessary implementing legislation to the Legislature no later than twenty days before the 2018 Regular Session convenes.

Requires certified copies of the resolution to be transmitted to the Auditor and Insurance Commissioner, with the Commissioner to distribute copies to all health insurers in the State.

Notes that Native Hawaiians have disproportionately high rates of obesity, hypertension, diabetes, cardiovascular disease, and mortality, and that many prefer culturally acceptable health management approaches.
