Department of Transportation, in consultation with the Department of Land and Natural Resources, City and County of Honolulu, Hawaiʻi Pacific University, and stakeholders, shall conduct a study on the need for and feasibility of a ferry service between Aloha Tower Marketplace and Sand Island State Recreation Area.

Study must examine potential costs, financing options, and parameters of the proposed ferry service.

Study must assess the impact of the ferry service on tourism to Sand Island State Recreation Area, including whether upgraded facilities and concessions would be needed.

Department of Transportation shall submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2018.

Certified copies of the resolution shall be transmitted to the Director of Transportation, Chairperson of the Board of Land and Natural Resources, Mayor of the City and County of Honolulu, Chairperson of the Honolulu City Council, and President of Hawaiʻi Pacific University.
