Requests the State Auditor to conduct a performance audit of the Department of Agriculture's hiring process for fiscal years 2015-2016 and 2016-2017.

Requires evaluation of the hiring process and related personnel actions at the Department of Agriculture.

Directs the Auditor to provide recommendations on expediting employee hiring, reducing vacant positions, or eliminating unneeded positions.

Addresses the reported 92 vacant employee positions as of November 30, 2016, which the Department indicated resulted from obstacles or difficulties in its hiring process.

Requires the Auditor to report findings and recommendations to the Legislature no later than 20 days prior to the 2018 Regular Session.
