Requests the Department of Hawaiian Home Lands to mandate establishment of the kuleana homestead program, which currently is authorized but not required under Hawaii Administrative Rules section 10-3-30.

Requires the Hawaiian Homes Commission to set aside tracts of unimproved available lands for award to native Hawaiians to address affordable housing shortages.

Guarantees each beneficiary on the waitlist receives a kuleana homestead lease no later than two years after joining the waitlist.

Allows beneficiaries who initially decline a kuleana lease to remain on the waitlist and be subject to only a one-year waiting period upon later application.

Permits beneficiary-lessees of unimproved kuleana leaseholds to erect subsistence structures without Department of Hawaiian Home Lands approval.
