Department of Business, Economic Development, and Tourism is requested to develop a master plan for the Hilo International Aerospace and Technology Park in Hilo, with site to be identified by the department.

Master plan development requires agreement with High Technology Development Corporation, Office of Aerospace Development, Imiloa Astronomy Center of Hawaii, Pacific International Space Center for Exploration Systems, Hawaii Strategic Development Corporation, Hawaii Housing Finance and Development Corporation, University of Hawaii at Hilo, Hawaii Community College, Waiakea High School, and County of Hawaii.

Department may request additional agencies and organizations to participate in the agreement, including agencies promoting Native Hawaiian and youth interest in aerospace technology.

Master plan including proposed campus site must be submitted to the Legislature no later than sixty days prior to the convening of the Regular Session of 2018.

Certified copies of the resolution must be transmitted to relevant state and local officials and agency heads.
