Expands the Director of Transportation's authority to establish motor vehicle inspection fees, motor carrier vehicle safety inspection fees, and station fees through administrative rules rather than requiring legislative amendments for each change.

Clarifies that inspection certificates must state the vehicle's insurance carrier name, policy expiration date, and policy number, distinguishing between the inspection certificate expiration date and the vehicle's insurance expiration date.

Changes terminology in motor carrier vehicle inspection provisions from "decals" to "stickers" for consistency.

Establishes a temporary fee of $1.50 for motor carrier vehicle safety inspection stickers and $12 maximum for safety inspections performed by stations, with these amounts remaining in effect until replaced by administrative rules adopted by the Director.

Takes effect upon approval and does not affect rights, duties, or proceedings that began before the effective date.
