Extends the exemption period for the Department of Transportation and its contractors from state regulatory requirements from June 30, 2017 to June 30, 2022 for specified bridge rehabilitation projects.

Exempts transportation projects from compliance with 20 state regulatory chapters covering historic preservation, environmental quality, coastal zone management, wildlife, water resources, and land use requirements.

Allows the governor to authorize in writing the continuation of construction projects beyond June 30, 2022 if not completed by that date, with exemptions remaining in effect during the authorized extension period.

Takes effect on June 29, 2017 and amends Act 218, Session Laws of Hawaii 2012.
