Adds a budget proviso to Act 119, Session Laws of Hawaii 2015 (as amended by Act 124, Session Laws of Hawaii 2016) to authorize the governor to make supplemental allotments from the Department of Transportation, Airports Division, project adjustment fund.

Permits supplemental allotments from the project adjustment fund to supplement currently authorized capital investment cost elements for airports division capital improvement projects when initial appropriations are insufficient and funding is designated as revenue bond funds.

Restricts supplemental allotments to prevent expanding the scope of affected projects.

Requires the governor to submit a report to the legislature detailing all uses of this authority for the previous twelve-month period (December 1 to November 30) no later than 30 days before the convening of the regular 2018 legislative session.

Takes effect upon approval.
