Transfers responsibility for conducting the federal funding policy study from the Office of the Governor to the Department of Budget and Finance, effective July 1, 2017.

Specifies the fiscal periods to be covered by the study as fiscal bienniums 2017-2019 and 2019-2021.

Extends the deadline for the interim report to February 1, 2018, and the final federal funding policy study to October 1, 2018.

Requires the Governor to submit a report to the legislature by January 1, 2019, regarding acceptance, rejection, or modification of the study's recommendations.

Appropriates $100,000 from general revenues for fiscal year 2017-2018 to the Department of Budget and Finance for preparation of the study, with unencumbered funds lapsing on December 31, 2018.
