• Exempts operators of marine terminal equipment from driver licensure requirements when operating the equipment between Sand Island parkway and Sand Island access road.

• Allows the director of transportation or county engineer to issue permits for marine terminal equipment that exceeds dimensional or weight limits on specified highways or roads.
