Amends Hawaii Revised Statutes Section 92-2.5(e) to require that informational meetings or presentations attended by board members must be open to the public.

Exempts county council members from the limitation on how many members may attend informational meetings or presentations on official board business.

Allows two or more board members (but fewer than a quorum) to attend informational meetings, legislative hearings, conventions, seminars, or community meetings relating to official business, provided the meeting is not exclusively organized for the board.

Requires board members to report their attendance and matters discussed at the next duly noticed board meeting.

Takes effect upon approval.
