Clarifies that failure to register a firearm within five days of arrival or acquisition does not eliminate the owner's obligation to register the firearm at a later time.

Allows firearm owners to register unregistered firearms without penalty if the violation is discovered solely because the person subsequently registers the firearm after the required deadline.

Modifies nonresident alien firearm provisions to reference "private and commercial shooting preserve and farmer's license" instead of "commercial or private shooting preserve permit."

Restructures penalties in Section 134-17 by renumbering subsections and adding exemptions from petty misdemeanor charges when violations are discovered only through later registration.

Effective date: January 7, 2059.
