Amends procedures for amending condominium declarations and bylaws that are not materially adverse to owners or detrimental to association viability, allowing adoption with majority/specified percentage of those who actually voted if full threshold not met within 365 days of mailing.

Requires boards to mail proposed amendments, rationale, and ballots to all owners at association expense for voting or written consent, with voting to cease once required approval is obtained or passage becomes impossible.

Applies to Hawaii condominium projects under Chapter 514A (pre-July 1, 2006 condominiums) and Chapter 514B (condominiums created July 1, 2006 and after).

Specifies that amendments requiring 75% approval (Chapter 514A) or 67% approval (Chapter 514B) can be adopted with those percentages of actual voters if full owner approval is not obtained within 365 days of mailing.

Effective date: July 1, 2050.
