Requires the University of Hawaii system to develop a comprehensive campus master plan incorporating academic and facilities plans for each campus with five- and ten-year timelines.

Establishes ten goals the master plan should pursue, including accommodating growth, revitalizing core campus, enhancing central campus, forging strategic partnerships, improving mobility, transforming pedestrian areas, improving learning environments, integrating academic and residential life, providing flexibility for change, and operating in a fiscally responsible manner.

Requires the facilities plan to ensure facilities are responsive to programs, contribute to the educational experience, and maximize use of existing facilities through renovation and remodeling when possible.

Directs the University of Hawaii system to collaborate with the school of architecture to develop the plan and submit a status report to the legislature no later than twenty days before the 2018 regular session and the final master plan no later than sixty days before the 2019 regular session.

Acknowledges the need for future studies on academic planning, landscape design, student and residential life, athletics, and enhanced county and state cooperation.
