Requires the office of elections to implement mail-in voting in counties with populations under 100,000 beginning with the 2018 primary election, and statewide for all counties beginning with the 2020 primary election for all federal, state, and county elections.

Establishes procedures for mail-in ballot packages including official ballot, prepaid return envelope, secrecy envelope, and instructions; ballots must be mailed 14-18 days before election and returned by mail, places of deposit, or voter service centers.

Creates voter service centers and places of deposit where voters can deliver ballots and access services including voting machines for disabled voters, voter registration assistance, and other services as determined by the chief election officer.

Authorizes electronic transmission of replacement ballots under certain circumstances such as when ballot packages are not received within five days of election, and allows voters to cure deficient ballot envelopes within five business days after election.

Divides election expenses between state and counties based on the type of election and clarifies responsibilities for voter registration, ballot printing, mailing, and counting; appropriates funds for implementation and requires annual reports through 2024 on program progress and recommendations.
