Prohibits disqualification or rejection of bids containing a listed subcontractor whose license lapsed due to insufficient insurance and bond coverage if the subcontractor was previously licensed within 60 days before bidding.

Requires subcontractors to submit proof of continuous insurance and bond coverage to the contractors license board within 10 days after bid opening.

Requires subcontractors to restore their license to active status within 60 days after bid opening, retroactive to the time of bid.

Mandates procurement officers report any unlicensed activity to the contractors license board if a bid is rejected because a subcontractor fails to meet licensing requirements.

Effective July 1, 2050.
