Amends Hawaii Revised Statutes Section 103D-302 to require subcontractor and joint contractor listing in public works construction bids only for contracts with a total estimated value of an unspecified dollar amount or more.

Allows construction bids lacking required subcontractor listings to be accepted if acceptance is in the State's best interest and the subcontractor work represents an unspecified percentage or less of the total bid amount.

Aims to reduce bid protests and project delays caused by subcontractor listing and licensing errors by limiting the scope of projects requiring detailed subcontractor disclosure.

Legislature finds that current subcontractor listing requirements lead to bid challenges based on technical mistakes, causing funding lapses and increased project costs.

Takes effect July 1, 2050.
