Increases Hawaii's minimum wage to $10.50 per hour in 2018, $12.00 in 2019, $13.50 in 2020, and $15.00 in 2021.

Establishes automatic annual adjustments to the minimum wage beginning September 30, 2021, using the Honolulu region Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W), rounded to the nearest 5 cents.

Prevents the minimum wage from decreasing in any year; if CPI-W adjustment would result in a lower rate, the wage remains at the most recently established rate.

Adjusts the tip credit for tipped employees to an amount to be specified, effective January 1, 2018.

Takes effect January 7, 2059.
