Allows bidders on public works construction projects two hours after bid closing to clarify and correct minor subcontractor information, including entity name corrections and validity of subcontractor licenses.

Prohibits substitution of listed subcontractors in furtherance of bid shopping or bid peddling, with limited exceptions for refusal to sign, bankruptcy, or inability to perform.

Grants originally listed subcontractors the right to recover monetary damages against prime contractors and substituted subcontractors who engage in bid shopping or bid peddling.

Defines "bid shopping" as using a low bid to pressure other subcontractors into submitting lower bids, and "bid peddling" as subcontractor attempts to undercut known bids to procure work.
