Requires the Hawaii Tourism Authority board governor to appoint members within 90 days of receiving legislative nominations from the senate president and house speaker.

Modifies disclosure rules for board meetings to clarify that marketing plans and strategies must be disclosed after execution, while protecting proprietary business information.

Requires the Hawaii Tourism Authority to submit detailed unredacted reports at least 20 days before each legislative session covering contracts, expenditures, and two-year budgets to the governor and relevant legislative committees.

Adds requirement for the board to develop policies and procedures governing approval of excess or carryover fund expenditures.

Takes effect July 1, 2050.
