Requires counties that regulate public passenger vehicle services to establish standards assessing whether operators with prior criminal convictions pose a risk to passenger health and safety.

Mandates each public passenger vehicle operator to submit a full set of electronic fingerprints to the county examiner of drivers and consent to a criminal history record check.

Authorizes county examiners of drivers to set and collect fees for conducting criminal history record checks on public passenger vehicle operators.

Adds public passenger vehicle operators to the list of persons authorized to undergo criminal history record checks under Hawaii Revised Statutes section 846-2.7.
