Establishes a mark licensing agreement program within the Department of Education to allow the department and individual schools to license their trademarks and service marks.

Authorizes the Department of Education to engage in commercial enterprises related to its primary purposes, including sponsorship of performances and sale of goods bearing department or school marks.

Permits the Department of Education to register trademarks and service marks with the Department of Commerce and Consumer Affairs for the department and individual schools.

Requires the Department of Education to adopt administrative rules addressing application processes, licensee standards, product quality, fee assessment and collection, fee disposition, appeals processes, and suspension or revocation procedures.

Takes effect on July 1, 2051.
