HI SB1100

Requires the Hawaii Department of Education to retain student records in original or reproduced form for a minimum of 100 years following a student's transfer, graduation, or separation from the department.

Allows student records to be digitized, computerized, or microfilmed, with original records destroyed after digitization or after the 100-year retention period expires.

Authorizes the Department of Education to partner with the Hawaii Correctional Industries Program for a three-year student records modernization pilot project, including one elementary, middle, and high school per county.

Requires the Department of Education to submit progress reports to the legislature before each regular session in 2018, 2019, and 2020 on the pilot project's findings and recommendations.

Appropriates funds for fiscal years 2017-2018 and 2018-2019 to support the student records modernization pilot project, with the Act taking effect on July 1, 2051.
