Allows the Department of Education to retain federal disaster relief reimbursements directly without the funds lapsing to the general fund, regardless of whether the original appropriation has expired.

Permits the Department of Education to carry over disaster relief appropriations or reimbursements received at the close of a fiscal year until June 30 of the first fiscal year of the next fiscal biennium, separate from the standard 5% carryover authority.

Requires federal disaster relief reimbursements credited to the Department of Education to be carried over in accordance with the carryover provisions established in section 37-41.5(c).

Maintains existing limits on immediate disaster relief expenditures by the governor at $5,000,000 per single emergency or disaster, plus an additional $5,000,000 for matching federal disaster funds after a presidential disaster declaration.

Includes a severability clause ensuring that if any provision conflicts with federal requirements for receiving federal funds, only that conflicting portion becomes inoperative.
